PURPOSE
There shall be a City Planning Commission consisting of 5 members, one
of whom shall be a member of Council appointed for a term of 1 year, and
4 citizen members who have resided in the City for a period of 2 years,
to be appointed by Council from among the qualified electors of the
City. The 4 citizen members shall serve 4-year overlapping terms of
office. The first appointments to the 4-year term of office under this
chapter shall be made as follows: 2 members shall be appointed to a
2-year term and 2 members shall be appointed to a 4-year term;
thereafter the 4 citizen members shall be appointed for a 4-year term to
office. Citizen members of the Planning Commission shall hold no other
public office, except that one such member may be a member of the Board
of Education. The Council shall fill all vacancies by appointment for
the unexpired term.
DUTIES
The Planning Commission shall conduct studies, surveys and prepare
plans, reports and maps relative to the overall planning of the growth,
development, redevelopment, rehabilitation, and renewal of the City, and
may make such recommendations relative thereto to the Council as it
feels are in the best interest of the City. The Planning Commission
shall continuously review and report to the Council its recommendations
concerning the City’s capital improvement programs, subdivision,
platting and zoning ordinances and regulations. The Planning Commission
shall cooperate with other governmental or private planning agencies to
secure the maximum benefit to the City of the work, studies, surveys,
and reports of such other planning agencies. Other powers and duties of
the Planning Commission shall include those established by the Charter
and by the Council by ordinance or resolution, but until such ordinances
or resolutions shall be passed, the Commission shall possess such other
powers and duties as are provided by the general laws of Ohio, to the
extent that such general laws do not conflict with the provisions of the
Charter.
ADVISORS
City staff shall provide advice and technical support for the Planning
Commission, but do not work for the Commission. Staff is to be treated
with respect and human dignity. Any breach or abuse of this may result
in dismissal by the City Council.
REMOVAL
The City Council shall have the right to remove, for misfeasance,
malfeasance or nonfeasance, by a two-thirds vote of Council, any
appointed member of the Planning Commission. Members are expected to be
present at all meetings, if possible. If the member is unexcused for two
consecutive meetings, they may be removed from the Commission with a
two-thirds vote of Council.
